The difference between those options shows up at closing rather than in the list price: Virginia has no county transfer tax equivalent to Maryland's, so a Virginia purchase at the same price carries materially less transfer tax. Run both through a calculator before assuming the cheaper sticker price is the cheaper purchase.
Silver Spring is unincorporated Montgomery County — there is no city government that could add a transfer tax, and deeds record with the county in Rockville.
Montgomery County levies a county transfer tax of 1% on top of Maryland's 0.5% state transfer tax — 1.5% combined. On a $525,000 sale that is $7,875 of transfer tax before anything else. Absent an agreement otherwise the county transfer tax is shared evenly between buyer and seller. A qualifying first-time Maryland homebuyer gets a reduced state rate of 0.25%, which the seller then pays in full.
